They do not establish one recordkeeping duty for every residential system or membership visit. They also do not determine compatibility, handling procedure, equipment safety, replacement need, local-code application, or the work included in one contractor's membership.

Interpretation, not an EPA claim:
A membership equipment record is more useful when it preserves observed identity and the source for each fact before anyone makes a technical or compliance inference. The record should distinguish what a label, photo, manufacturer document, service record, or other authorized source actually shows from what remains unknown.
That means exact transcription matters. A typed refrigerant field without a source can hide whether the value came from an equipment label, a prior invoice, a technician note, or an assumption. A date without a date type can blur manufacture, import, installation, registration, and service dates. An outdoor-unit identifier should not silently stand in for every component in a system.
The record is an evidence layer, not a decision engine. It should route conflicts and missing facts to qualified review. It should never infer that a refrigerant is compatible, that a component may be replaced with another, that a circuit should be opened, that a system must be converted or replaced, or that one federal recordkeeping example applies to every visit.
For the membership workflow, treat that as a controlled handoff with four distinct states: source captured, fact recorded, gap preserved, and qualified review completed. Do not collapse those states into a single “equipment verified” checkbox. A legible label can complete the identity-capture step while leaving compatibility, handling, compliance, code, and replacement questions unresolved.

- Gap state — recorded, partially legible, not visible, conflicting, unknown, or not applicable.
- Qualified review — the unresolved question, responsible role, governing instruction or rule to consult, and outcome when one is reached.
This structure keeps a captured fact from masquerading as a technical conclusion. It also lets an operator audit whether a gap is still open without inventing a value or treating unknown as zero.
Use this blank record:

Keep the public template free of pressures, temperatures, charging values, retrofit steps, compatibility tables, pass-fail thresholds, and instructions for opening or servicing a refrigerant circuit. Those belong in current manufacturer documentation, approved company procedures, applicable rules and codes, and qualified technician judgment.
Practical playbook
- Define the minimum identity fields your company needs to connect a membership visit to the correct equipment and component, then pair each field with source capture, recorded fact, gap state, and qualified review.
- Capture each component separately. Do not assume one unit's label describes every specified component in the system.
- Preserve the source for every material field. Record whether the fact came from a label, photo, manufacturer document, or authorized service record.
- Transcribe label text exactly when legible. Keep the original evidence available under the company's approved retention and access rules.
- Name the date type. Manufacture, import, installation, registration, and service dates are different facts.
